Job Description

This position requires researching, completing, and submitting all documentation required to obtain all required zoning approvals or permits.  Validating all zoning and permitting documentation prior to issuance of Notice to Proceed (NTP) packages. Issuing of payments (purchase orders) as needed to applicable offices.  This position supports Regional Leads by managing and coordinating all aspects of leasing, zoning, permitting, and working with landlords to accomplish equipment modifications and/or new site builds.

Ø  Strong ability to effectively communicate with jurisdictions and develop relationships with various jurisdictions

Ø  Ability to research and evaluate telecommunication requirements in local zoning and permitting ordinances

Ø  Update and compile zoning trackers with research information of zoning and permitting requirements in each jurisdiction

Ø  Maintain and Distribute Master Zoning Tracker to Site Acquisition Managers

Ø  Mail Notices when necessary

Ø  Package and ship applications

Ø  Track application submittals to jurisdictions

Ø  Scan and Upload Documents to Customer Database

Ø  Follow up with Jurisdictions on Permit and Zoning Approvals

Ø  Strong Knowledge of Microsoft Excel and Word

Ø  Identification of permitted use areas, difficult jurisdictions, filing deadlines, approval time frames, application requirements and zoning codes.

Ø  Public Hearing investigation and preparation for submittals.

Ø  Preparation of hearing packages (Plan Commission Boards, ZBA Hearing Boards, etc.)

Ø  Coordination and distribution of Interference Studies, Photo Simulations, Coverage Maps, Balloon Test, etc.

Ø  Coordination with local Utility, DOT, Railroad, Police and Fire, State owned properties.

Ø  Review and analysis of 3rd party independent engineering reports.

Ø  Neighborhood meetings, including meeting with local Councilman, Alderpersons, Home Owner Associations, Tribal Councils, Historical District Determinations and Approvals.

Ø  Perform review and redline of zoning and construction drawings to verify they comply with the zoning codes and design requirements.

Ø  Attend zoning hearings and present case and findings to obtain any and all necessary zoning relief as it relates to each site.

Ø  Perform lease audits (lease/amendments review, file audit)

Ø  Prepares and submits notice letters to Landlords regarding equipment changes

Ø  Obtain Landlord consent for equipment or lease changes

Ø  Draft and negotiate the terms of Lease Agreements and Lease Amendments with Landlords

Ø  Complete Lease and/or Amendment business and legal approval packages for clients

Ø  Submittal of collocation applications to tower companies

Ø  Coordination of any fees required for collocation applications, structural, zoning and permitting fees, etc.

Ø  Coordination of site visits (if required)

Ø  Obtain any necessary due diligence from site or property owners and confirm leasing, zoning, permitting, and environmental compliance

Ø  Support Regional Architecture and Engineering team to obtain, review/approve A&E deliverables from A&E vendors as needed

Ø  Supports Regional  Architecture and Engineering team as needed for ordering Structural Analysis from vendors

Ø  Negotiate and coordinate execution of Agreements, Leases, access and utility easements, and amendments as necessary

Ø  Obtain Zoning and Permitting approvals as necessary

Ø  Obtain Notice to Proceed from site or tower owner (if required), and complete any Notice to Proceed requirements

Ø  Maintain milestone completion forecasts in client database

Ø  Upload documents into client database and manage document control as required

Ø  Resolve leasing, zoning, and permitting issues as needed

Ø  Other duties as assigned.


Job Requirements


Ø  Bachelors’ degree, preferably in Urban Planning or related discipline

Ø  Experience in Zoning or Urban Planning and GIS systems a plus

Ø  Strong attention to detail

Ø  Excellent communication and negotiation skills

Ø  Above average organizational skills

Ø  Experience in real estate, leasing, contracts, and/or telecommunications preferred

Ø  Expert ability using Microsoft Office products  and database systems
