Job Description

Position Summary This position is responsible for financial project management, scheduling, database and document control systems, and management reporting for an assigned market for wireless projects. He/she manages the project controls team staff, resources and systems and coordinates administrative support between market staff and external vendors. This position is responsible for financial and progress reporting in compliance with processes and policies established by the company, the client and regulatory agencies.

  • Establishes collaborative relationships among the various project and constituent groups, with the aim of promoting the concept of integrated systems.
  • Facilitates and coordinates the work of multiple project teams engaged in the establishment and implementation of new projects to support the Project Manager.
  • Identifies and works to remove barriers to successful completion of the overall project, with particular emphasis on resolving issues with subcontractors.
  • Facilitates decision making processes as appropriate, serving as liaison between project managers, and adjudicating disagreements on approach to ensure the maintenance of an integrated, institutional focus for the overall project.
  • Provides timely project status updates to the Program Managers and Directors; submits for Cabinet resolution those problems and issues that cannot be resolved at lower levels.
  • Create and track contracts, purchase orders, submittals and complete project close-out manuals.
  • Serves as primary point of contact with external vendor representatives and functional consultants on overall strategic and technical project matters.
  • Oversees the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance
  • Firm understanding of TURF pricing and drivers
  • Cost and Financial Management:
    • Responsible for managing the complete financial cycle including cost proposals, client and vendor purchase orders, invoices and payments.
    • Accountable for project financial tracking and reporting, and project close-out.
    • Reviews budget availability, compliance and billing status using Project Workbench; analyzes project finances to reconcile variances in project budgets, vendor purchase orders, vendor payments and receiving.
    • Works hand in hand with finance to resolve vendor PO, billing, and payment discrepancies.
    • Coordinates financial true up for vendors at commercial milestones with defined timeframes/deadliness.
  • Scheduling:
  • Plan and implement the staff, systems and resources required for supporting market and project schedules.
  • Manage and report progress in compliance with defined milestones by maintaining current and accurate records on internal and client database and document control systems.
  • Serves as subject matter expert on client progress milestones and applicable scheduling software, processes and systems.
  • Database and Document Control:
  • Manages and maintains current and accurate records on internal and client database and document control systems.
  • Works with client, project manager, and vendors to prepare technical and business project documentation.
  • Performs internal and vendor audits on the quality, accuracy, and completeness of required documents, database records and information.
  • Serves as subject matter expert for FileNet, NORAD, and other applicable database/document control software, processes and systems.
  • Other duties as assigned.

Job Requirements

  • Bachelor’s Degree in business, finance or accounting, or equivalent experience; 8 years’ experience with minimum 5+ years related wireless telecommunications experience required.
  • MBA or Certified Public Accountant preferred, but not required.
  • Strong knowledge of Oracle and/or SAP financial software required
  • Ability to learn and then train on various NSORO specific programs such as: Oracle R12, NSite, Scoping Tools, PARS, Site Trac
  • Project management scheduling software experience (i.e. Microsoft Project, P3e or comparable)
  • Intermediate to Expert knowledge of MS-Excel is required
  • Strong knowledge of MS-Word, PowerPoint, and Access or equivalent databases is preferred
  • Strong knowledge of FileNet and NORAD or equivalent
  • Management, establishment, and communication of clear goals and objectives
  • Works primarily in an office environment
  • Must be able to sit for extended periods; stand; walk; use hands and fingers to feel and handle; reach with arms and hands; talk , hear, stoop, kneel and crouch; lift weight or exert a force up to a maximum of 25 pounds
