Job Description
Position SummaryThe Scoping Engineer performs scoping for original Order Of Magnitude (OOMs), OOM revisions and financial true-ups. The Scoping Engineer is a quality-minded individual who is able to communicate well at all levels of the telecom business.
The Scoping Engineer works with the Scoping Manager, Project Managers (PMs), Construction Managers (CMs) and General Contractors (GCs) to create and submit quotes to clients for new turnkey cell site work, including developing the scope of work, engineering requirements, material requirements, resource requirements and detailed pricing.
Role & Responsibilities
Technical Analysis
- Review and manage Radio Frequency Data Sheet (RFDS) and other Radio Frequency (RF) Engineering related documents and ensure they are interpreted correctly by internal groups and external vendors
- Provide quotes to clients, if necessary, for performing engineering services required to complete or correct the Scope Of Work (SOW) and RFDS, and manage the engineering vendors if retained for this purpose
- Review project drawings and provide design recommendations as necessary. Review and interpret project drawings for accurate scoping. Provide CAD redlines to PMs when required
- Review A-1 Survey (ground) and A-3 Survey (tower) including shelter inventory as required foreach project
- Participate in pre-build sitesurveys as necessary to clarify the scope of work for vendors and to create accurate and complete OOMs
- Participate in post-build site surveys as necessary to verify vendor quality and to assist in true-up ofvendor Purchase Orders (POs)
- Assist with vendor bid package preparation and review; receive and review vendor quotes
- Communicate directly with corporate representative as necessary regarding most current drivers and vendor pricing, as well as anyproblems with existing drivers
- Have a working knowledge of at&t turfing contract and driver pricing and ensure they are enforced with regard to the scoping function
- Support PMs, CMs and Project Controls personnel with regard to scoping, OOMs, OOM
- revisions and financial true-ups
- Attend client and internal meetings and conduct vendor meetings as directed to determine and verify completeness of SOW and pricing for individual projects
- Advise the client of any problems with SOW and RFDS regarding completeness or accuracy
- Negotiate with client regarding scope of work, interpretation of drivers, work orders, changes to the work, etc., as necessary to represent nsoro’s interests in securing payment for work performed
- Work with client’s operations and implementations departments to identify and manage equipment configurations and other requirements
Job Requirements
Qualifications- Six years of experience in telecom industry, primarily in engineering and field installation
- Associate’s Degree or higher in electrical or electronics field of study
- Proficiency in interpretation of technical, engineering andscope of work documents
- Detailed knowledge of cell site construction practices and requirements
- Detailed knowledge of cell site layouts, e.g., compound, equipment, pads, Band To Wavelength (BTW)/Radio Base Station (RBS), Telco/power, microwave antennas, transmission lines, etc.
- Detailed knowledge of work involved in all initiatives including LTE, UMTS (multiple carriers), Site Modifications, NSB, ETTCS, FTTCS, and Overlays
- Familiar with major vendors used in cell site construction
- Proficiency with personal computers, Windows XP, Microsoft Office, AutoCAD, and other applications required to fulfill position responsibilities
- Experience with at&t databases CASPR, NORAD and Siterra is desirable
- Quality minded individual who isable to communicate well at all levels of the telecom business
- Ability to work independently as well as part of a team to achieve desired results
- Ability to manage and drive various resources to forecasted schedule
- Ability to perform any additional duties and responsibilities as assigned by management
- Ability to travel for meetings with vendors, suppliers, service providers or off-site contractors as business dictates
